I own a 88 landcruiser 200,000 miles. On cold mornings below 20 deg. starts up but runs as though its flooded for about 40 sec. then levels off and runs great. This happens about 70% of the time.

We stopped being resentful about your desire to go solo a long time ago, so you can skip the sarky comments.
I assume your country man's motor is a petrol model and at 200,000 miles there is bound to be a degree of wear in just about everything, so 40 seconds of rough running at -20 degrees---is that Fahrenheit or centigrade?---is not a major problem.

I expect this will be a gas engine, as opposed to a diesel engine.
And sure enough, when you quote 'below 20 deg' I take it we are talking 20 deg F.
Iv'e got that at about minus 6 deg C.
Minus 6 deg C, will make a lot more sense over here, as we were forced to change over to the 'Deg C' many years ago.
Well, your engine, hasa fair few miles under it's belt, and you make no point of saying it's hard to start when its warm.
So I guess, the compression is still reasonable.
In any event, the colder weather will only tend to increase your compression.
I would take a stab at saying it is electrically faulting,
In that I mean, you should look at the HT leads, then the rest of the HT system.
Have you tried a new set of HT leads?
That would be my first attempt.
When did you last throw a new set of plugs in the engine?
Perhaps step 2.
I say this because you say after 40 seconds, the engine starts to run smoother, not so rough,.
This is possibly just warming up one of the spark plugs which is struggling to fire in the cold weather.
Isthere any damp in the air where you are?
If so, before you start the engine one morming, take a peak under the dizzy cap.
Just see if there is any condensation, try a couple of tissues to dry it, or even a hair drier.
Then try start it.
Come back to us if this don't help, of if indeed I have guessed wrong, and it's a diesel.
