HELP WITH NO 4TH GEAR SHIFT PRADO KZJ78 1993 MODEL

HI EVERYONE ....

i have a problem with not gear shift to 4th gear but 2nd gear change in 35kmph and 3rd gear change in 45kmph but not shift to 4th gear exceed to 80kmph.
i diagnostic the transition by OBD but there are not any dtc.then i checked and clean solenoid s1 and s2.check connectivity between s1,s2 to ecu sp2,sp1 connectivity to ecu
but same problem

any one can help me to solve the problem

in addition to change ATF ,check od button wire and check inside the ecu to leak capaciors
