98 PRADO 3.O LTR TD LACK OF HEAT

Heater blowing virtually no heat .Hot water shut off valve on bulkhead not operating but in open position.Thermostat ok .How would i go about testing temp control switch and valve and flap operatng motors?

When you switch the cab fans on, can you feel the air blowing okay? It may
just be a clogged matrix or airlocks in the system.
